OECD Seeks to Improve Monitoring of Information Exchange Progress, Director Says

The OECD is working to improve the way the Global Forum on Transparency and Exchange of Information evaluates the progress made by countries in implementing the internationally agreed tax standards, Jeffrey Owens, director of the OECD’s Centre for Tax Policy and Administration, told Tax Analysts in a June 1 interview.

Owens talked about how the OECD plans to move forward with the tiered “progress report” the OECD issued on April 2 at the conclusion of the G-20 summit in London. The report initially grouped jurisdictions into three categories: those that have substantially implemented the internationally agreed tax standard (the so-called white list); those that have committed to the internationally agreed tax standard but have not yet substantially implemented the standard (the gray list); and those that have yet to commit to the international tax standard (the blacklist).
